Ahnd, how can your colony be active at 110%. This is impossible.
Thraddash, If the ultron was taken away, the entire Utwig and, by extension, Supox race would become completely devastated and not function. We cannot risk such a thing.

Ambassador Tzerk-Tzak-Tzik, records show that your species never needed to do anything out of pre-organized schedule, so you are not aware of that ind of practice. 110% operation means overstressing the equipment beyond normal parameters for accelerating the production.
To be angry is to punish yourself for the errors of others.

"Ambassador Fwarrin has..."

Ahnd thinks for a moment. He remembers a Human phrase.

"... Hit the nail on the head. By saying that we have acchieved 110% proficiency I was refering to our pre-genocidal state of production. We are producing ten percent more than that time period. So, yes, it is possible ambassador Tzerk-Tzak-Tzik."

Ahnd looks directly at Blaharg. He appears to give a kind gesture and then becomes silent once again.

Litwin looks at the Thraddash, his eyes large as if he was in shock. Not from the fact that there was a Thraddash in the room, no, more from what it was wearing. He blinked a few times before his composure returned.

"Greetings former savage Blaharg. It's good to know that the Thraddash is moving towards a more ... diplomatic approach and especially comforting to know that they are still accepting of alliance treaties and policies. If your race wishes to negotiate with the Utwig about the Delta Helix, obviously the people of Earth won't interfere... Obviously if there is any sort of violence there will be large ramifications."

The human Representative looks down at his comm-screen and grimaces.

"... The delegates of Earth haven't come to a consensus right now about the issue of Quasi-Space. Right now the proposition has been stalled... This will... only be a few minutes, I'm sure of it. I'm sure."

"This is ridiculous."

“Violence? Oh… no, no, no… we don’t really have the capacity for undue aggression anymore…”

During his bombastic babblings, Blaharg neglected the fact that there was a human present… or rather, humans? Looking back and forth between RTL-79 and Litwin, Blaharg ponders whether or not he should emulate the Androsynth as well. Moreover, if the Arilou modified humans, are they teachers too? Shaking his head, he returns to the matter at hand.

“I will await the arrival of the Utwig and thus will leave the topic be. As for your chastising tone…”

Addressing Litwin seems to be even physically taxing for the admirer. His mystification and regret mounting, Blaharg ends abruptly.

“We recognize this as an insinuation of our need to improve.”

AMBASSADOR BLAHARG: WE ARE PLEASED THAT THE THRADDASH HAVE EXPRESSED INTEREST IN JOINING THE NEW ALLIANCE OF FREE STARS. WE WILL BE SENDING A COPY OF THE NEW ALLIANCE CHARTER TO YOUR LEADERS FOR THEIR PERUSAL AND APROVAL. WE ASSUME THAT YOUR HOMEWORLD REMAINS THE SEAT OF LEADERSHIP OF YOUR RACE, BUT IF NOT, WE ASK THAT YOU CORRECT THIS ASSUMPTION. IF YOU CONSIDER THIS INFORMATION SENSITIVE, YOU MAY NOTIFY US VIA SECURED CHANNEL.

AMBASSADOR AHND: WE ARE PLEASED THAT YOUR RECONSTRUCTION EFFORTS ARE MOVING ALONG SO SWIFTLY, HOWEVER, WE ENCOURAGE YOU TO TAKE CARE NOT TO OVERTAX YOUR EQUIPMENT AND WORKFORCE. OUR CONSTRUCTION ASSISTANCE IS STILL ENROUTE TO HOME, AND WE EXPECT THEM TO ARRIVE IN APPROXIMATELY TWO MONTHS.

ARILOU DELEGATE: SHOULD THE MOTION PASS, WE WOULD BE MOST INTERESTED IN WHICH RACES YOU WOULD ALLOW INTO QUASISPACE WITHOUT THE NECESSITY FOR CRYOGENIC SLEEP. ADDITIONALLY, WE ARE CURIOUS IF THE TAALO ARTIFACT DISCOVERED BY CAPTAIN ZELNICK WOULD HAVE ANY ADDITIONAL IMPACT ON REDUCTION OF THE PSIONIC ACTIVITY YOU REFER TO. IF SO, WE WILL ATTEMPT TO DEVELOP A SIMILAR TECHNOLOGY.

AMBASSADOR RTL-79: UNFORTUNATELY, WE ARE CURRENTLY UNAWARE OF ANY ELIGIBLE WORLDS THAT COULD SUPPORT YOUR RACE BAR ONE: ORGANON I WOULD BE SUITABLE, BUT IS KNOWN TO BE A PLANET OF INTEREST TO THE MYCON, WHICH WOULD MAKE SETTLING THERE A RISKY PROPOSITION AT BEST. DESPITE ARRIVING SOME TIME AGO, THE MYCON DELEGATE HAS REMAINED SILENT ON ALL MATTERS PRESENTED, WHICH IS NOT CONDUCIVE TO NEGOTIATION.

AMBASSADOR FWARRIN: THE AVATAR DISPATCHED TO BETA SQUIDI III-B HAS ARRIVED AND IS CURRENTLY IN ORBIT AROUND THE MOON. WE ARE READY TO BEGIN FAILURE TESTING AS SOON AS YOU GIVE YOUR APPROVAL.

The Arilou Speaker seems to assume an expression of intense... interest. The telepathic voice speaks:

"We are unsure which, if any, of the races present are *scentless*, although as we have said already we suspect the Chmmr and Chenjesu to be such organisms, due largely to their very... unorthodox biology. To be certain we would need to run scientific tests on members of those races which are comfortable with this process. As for the Taalo device, it indeed does reduce *smell* to some degree, but not effectively enough for the application you propose. We do encourage you to develop such technology, however, (should the motion pass) as there are several species active in QuasiSpace with similar abilities to the Dnyarri, and that form of psychic manipulation is capable of working on a cryogenically suspended individual."

Umgah people be voting against using green space. Space elves are usually being pretty good at all that weird stuff.

IT SEEMS, BARRING AN UNEXPECTED OUTPOURING OF SUPPORT, THAT THIS MOTION IS DOOMED TO BE DEFEATED. WE WILL RESPECT THE COUNCIL'S WISHES AND CEASE QUASISPACE PORTAL SPAWNER RESEARCH IF THIS COMES TO PASS, THOUGH WE LAMENT THE EVENTUAL OUTCOME. MAKE NO MISTAKE, WE CANNOT HOLD OFF THE TIDE OF THE UR-QUAN FOREVER WITHOUT THE ABILITY TO REINFORCE OUR FLEET AT THE FRONT IN A TIMELY MANNER. IF ANY DELEGATES PRESENT CAN SUGGEST AN ALTERNATIVE FORM OF FAST TRANSPORTATION, OR WISHES TO PLEDGE ADDITIONAL SHIPS TO THE JOINT FLEET, WE WOULD BE MOST APPRECIATIVE. THIS IS NOT A THREAT THAT ANY RACE CAN FACE ALONE.

The second Arilou begins tapping on the Hyperwave yet again. After some time, the telepathic voice speaks:

"Chmmr, we Arilou cannot help you with ships and weapons, blood and bones. So many have been... discorporated that we cannot detach a sufficient fighting force to have any impact on your conflict with the Ur-Quan. What we do have, however, we will gladly give you."

At this point, the holographic projector in the center of the table turns on, displaying an Arilou Skiff. The tracking laser turret is highlighted, while the telepathic voice continues to speak:

"As you may know, fellow delegates, the Arilou Skiff makes use of a rotating laser turret as its primary TrueSpace weapon. While the output of the laser itself is sadly inferior to other designs (owing primarily to size constraints), the tracking turret is highly advanced, having been continuously improved since we first devised it in the days of the Sentient Milleu. We will gladly make available detailed blueprints of this technology to anyone interested."

The projector turns off, as the Arilou Speaker once again surveys the Council, waiting for the next delegate to speak.
