The second Arilou begins once more to furiously tap on the Hyperwave communicator. After a short delay, the telepathic voice speaks:

"Chmmr delegate, if you do wish to bicker about territory, we Arilou claiming the HyperSpace portals near our homeworld in QuasiSpace as our territory is no different than you Chmmr claiming the areas of HyperSpace surrounding Procyon. As to your allegation regarding Arilou activities in QuasiSpace, you are evading the true issue. The very reason massed QuasiSpace travel is dangerous is that such an abnormally large amount of activity, by beings with a strange *smell*, will undoubtedly attract massive attention to our obscure little corner of QuasiSpace. Once they learn where you came from, they will annihilate us, proceed through the unguarded portals, and overrun TrueSpace by brute force. The Spathi delegate's suggestion would not prevent this, although it would stop single fleets from being *pulled*.Chmmr, we understand that you see visible threats a different way than those you have not seen. This does not change the simple fact, however, that incredible danger lies in other *times*, danger that makes the Ur-Quan seem insignificant by comparison. To know more than we have told you already is certain destruction. You must trust us, Chmmr.

Your mention of the Humans is another point entirely, and deserves to be addressed seprately.
We have, indeed, over the course of the existence of the Humans, modified them significantly. The main purpose of these modifications was to render the Humans invisible to these extradimensional beasts (such as the Orz). The Humans were originally very... *smelly*, abnormally so. Nearly all of the Human population now is without any detectable *smell*, due to our efforts. As they were, the Humans were a great danger to TrueSpace, for it would not have taken long for something from another *time* to detect them and destroy them, and the rest of TrueSpace. Now, as we said, they are nearly invisible from other *times*. Several other species, in other parts of this universe, were also like this. Like the Humans, they have been fixed. Other things were done, some by rogues, but reducing their *smell* was the primary goal."

I'm ... surprised about how much aid the Spathi have been able to pledge. Please excuse my comment Ambassador Fwarrin, but the Spathi have never been... how should I put this... so ambitious to put themselves into harms way. Not that I'm complaining, of course, quite the opposite...

I'm going to entertain the notion that there's something out there that will somehow be "awakened" or what not by a large presence in Quasi-Space. Alright, fine. So if the Arilou is alluding to some, "smell" and .. .. modified.. humans so they no longer... "smell", then what's the problem with an all human fleet entering Quasi-Space? I see none, from what the Arilou have just alluded to.

Once more, the telepathic voice speaks:

"Human, while small, single fleets of Human ships would be nearly indistinguishable from ordinary Arilou activity, large amounts of mass transit across QuasiSpace would certainly be detected, and a lack of *smell* on the part of the travellers would only be more remarkable."

Ambassador Litwin, every species have odd individuals. Unlike so many others, we do not prosecute them, but put their difference to a good use.

"I would like to back our Pkhat delegates question. Arilou delegate, we have studied the communication logs in depth now. In a conversation with the human captain, Zelnick, we noted that you mentioned how the Orz live *below*. Could you explain exactly what this means? Do you live *above*? Is there a *side*?"

"We pledge all available resources from Home to the war effort. We have minimal ships. We cannot offer them at this time."

Hmm.. Ambassador Ahnd, do you think it is wise for your people to directly participate, even on resources point of view? I was under the impression your people are short themselves. Perhaps communication technologies would be a much better alternative, as good communication is key in any significant confrontation.

ARILOU DELEGATE: WE DO NOT WISH TO BICKER ABOUT TERRITORY, BUT IF YOU QUESTION OUR RIGHT TO UTILIZE QUASISPACE, THEN WE QUESTION YOUR RIGHT TO USE HYPERSPACE SINCE YOU DO NOT HAVE A DIRECT CONNECTION TO IT. APPARENTLY YOU FEEL THAT EXTRADIMENSIONAL TRAVEL IS YOUR SOLE PRIVELEDGE, AND WE CANNOT ACCEPT THIS. WE ALSO DO NOT TRUST YOU. TRUST IS EARNED, AND YOUR RACE HAS DONE NOTHING TO EARN THE TRUST OF ANYONE IN THIS ROOM. YOU PORTRAY YOURSELVES AS HIGH AND MIGHTY SAVIORS OF TRUESPACE, BUT YOUR ACTIONS BELIE YOUR WORDS. YOUR RELATIONSHIP WITH HUMANITY IS BASED ON DECEPTION, REGARDLESS OF WHATEVER YOUR INTENT MAY HAVE BEEN OR STILL IS. YOU CLAIM TO HAVE BEEN HELPING THEM AND THE REST OF THE GALAXY, BUT THERE IS NO WAY TO VERIFY THAT CLAIM EITHER, WHICH IS BOTH CONVENIENT AND TYPICAL. AS FOR THE REST OF US, YOUR ACTIONS HAVE ALWAYS BEEN SELF SERVING IN OUR EYES, AND YOU HAVE SHOWN NO REGARD FOR THOSE YOU HAVE ALLIED YOURSELVES WITH IN THE PAST. SO WE QUESTION WHY WE SHOULD TRUST YOU NOW, SINCE YOU SEEM TO BE HERE FOR THE EXPRESS PURPOSE OF STIFLING INNOVATION WITHOUT CONTRIBUTING ANYTHING MEANINGFUL. WE ALSO QUESTION HOW YOU COULD CALL THE THREAT OF THE UR-QUAN INSIGNIFICANT, BUT WE ALREADY KNOW THE ANSWER, SINCE YOU HAVE SOMEWHERE TO HIDE THAT YOU THINK THEY CANNOT PENETRATE, WHILE THE REST OF US MUST FIGHT FOR OUR VERY EXISTENCE.

AMBASSADOR AHND: WE APPRECIATE YOUR PLEDGE OF SUPPORT, BUT IN THE CASE OF THE BURVIXESE, WE MUST RESPECTFULLY DECLINE. WE UNDERSTAND YOUR DESIRE TO CONTRIBUTE, BUT FEEL THAT IT IS MORE IMPORTANT FOR YOUR RACE TO HAVE ESTABLISHED A STABLE FOOTHOLD FIRST. WE RECCOMMEND THAT YOU CONTINUE YOUR RECONSTRUCTION EFFORTS FOR THE TIME BEING. ONCE YOU ARE ABLE TO MAINTAIN A FLEET OF COMBAT READY SHIPS, WE WILL BE ABLE TO DISCUSS SUPPORTING THE JOINT FLEET, BUT FOR NOW WE WOULD ADVISE AGAINST CREATING ADDITIONAL DRAIN ON YOUR RESOURCES WHILE YOU UNDERTAKE SUCH A MONUMENTAL AND ESSENTIAL TASK.

AMBASSADOR TZERK-TZAK-TZIK: WE WOULD BE HAPPY TO PUT THE ISSUE OF QUASISPACE TRAVEL TO A COUNCIL VOTE. HOWEVER, IF THE ARILOU CONTINUE TO REFUSE ACCESS TO THE PORTAL AND CONSIDER ACCESSING QUASISPACE A DECLARATION OF WAR, THEN THERE IS LITTLE POINT. IF THE ARILOU AGREE TO ABIDE BY THE COUNCIL'S DECISION, THEN THIS WOULD CARRY MORE WEIGHT, BUT WE SUSPECT THEY WILL NOT BE SO FORTHCOMING.

"All delegates, please understand the threat of the Kohr-Ah. We are the only race in this sector that has been directly attacked by them, aside from the Kzer-Za. Three days is all it took for our world to be destroyed. We must stop them at all costs."

"As for our rebuilding efforts, we are doing great. Home has all it's original cities and even some new ones reconstructed. The only thing that's lacking is our economy and our star fleet."

Chmmr, let me remind you we also have no direct Association with Hyperspace either, but yet we lay claim to some areas, so they may also have a claim to it.
Androsynth, What Ahnd has said about the Orz coming from *below* just links them more to IDF. How can you support IDF travel when it killed so many of your people?
Arilou, will you except the rulings of a vote?
