I'm pissed off about having to handle a train wreck at work. Computer accounts set up with codes that give wrong answers. Appropriate for the real world but not an exam. Not my fault, but since I wanted to give a proper apology, the students don't know that.

Not entirely always - on my two places of work I have never encountered anything of the sorts - the guilty party always taken the blame and even when nobody confessed (that did happen) still nobody was accused wrongly.
To be angry is to punish yourself for the errors of others.

We generally pile all of our sins upon one guy, then make him miserable until he leaves, then we all feel better. It's evil, but it works.

That sounds like most of the corporations I'm familiar with. Scapegoating isn't just a hobby for some people, it's a way of life. Most of the time, the BS is obvious, but not always.
