But I like lurking! That and I fail at explaining. ANYWAY:

While ZEX was allowed to bring some soldiers loyal to him (probably to get the disgruntled veterans out of the way), most of the population isn't part of that group. Some are basically watchdogs for the council, probably to make sure he doesn't turn on them or escape while on his hunts for new beasties, and the rest are probably a mix of supplemental guards and monster snacksprisoners that are probably used for the more dangerous jobs.

There's a definate split between the lot--ZEX's little group is, while definately not as... appreciative... of other species as ZEX, probably has a much higher tolerance for things like humans, and maybe have a couple of VUX who are odd in other ways. Subcommander DAX is probably in this group, although s/he could be one of the council's watchdogs. I doubt it, though; I don't think ZEX would keep someone who hated him as his right-hand man.

The watchdogs are basically ordinary VUX, and they may or may not get rotated out on a semi-regular basis to keep them from developing sympathy for ZEX, no matter how unlikely it is. Most of the violent prisoners and extra guards are probably similar, minus the rotation, although the prisoners probably be attacked and killed pretty quickly, given how dangerous most of the monsters there are (see: carousel beasts and blobby things). There'd probably be some sort of heirarchy among the prisoners according to how long you'd stayed alive there, with bonus points for having an encounter with a creature that didn't end in death. ...They actually might not hate ZEX for liking fugly things so much as they hate him for basically being the warden.

ZEX himself definately doesn't have as much freedom as he'd like, no matter how much he currently has. He's probably given an escort whenever he leaves a certain area on the planet, and he definately has an escort when he goes looking for new additions to the managerie. I don't think he has much time to himself, and it probably irritates him far more than we ever see in-game.

Guizot, I have to thank you for bringing up the palace of Versailles. It really helped me congeal a solution to a problem in a game I'm building.

The game was originally intended to be an improved clone of Final Fantasy 1, which would be more mechanically transparent, with more meaningful tactical choices, and more in-depth storytelling.

In the end I totally replaced the plot. You yourself are a computer with some nifty accessories that was sent back in time to prevent a terrible cataclysm. You start in a city that is tightly controlled - no weapons permitted - and gather a team together to save the world. Once you finish the game, you have the ability to go back in time and try again, keeping some (but not all) of the skills obtained during the game. That's trying for a better outcome and also just because the chances of incoming time traveller are naturally so low, you have to do it a lot of times to make that outcome the 'canonical' timeline.

Anyway, I was trying to figure out the nature of that starting city - why some people from every city in the world would be available, why it'd be so tightly restricted, and some other problems. I realized a Versailles-like arrangement would solve all of them.

The game engine is mostly written, and some of the maps are made, but I haven't filled in the details yet. It's not nearly done. More of a long-term tinkering project.

It sounds pretty neat, and even though it's not SC related, I'd be willing to bet many of us would like to give it a shot once you have a working demo version (I know I would). Keep us posted!

EDIT: okay, how about two days from now. I have a peeru fanfic chapter to finish.
